FUNCTION OF BOARD OF REVENUE, PRESCRIBED IN BALOCHISTAN GOVERNMENT RULE OF BUSINESS 1976

Administration:

• General administration of Board of Revenue.
• Dealing with matters pertaining to recruitment, transfers and posting, pay and allowances, training and promotions of Revenue Staff.
• Procurement of Goods and Vehicles.
• Dealing with Budget & Accounts matters.
• Preparation of Gazetteers.
• Supervision of (LRMIS) Land Record Management System Project.
• Famine relief funds and relief for other calamities.
• Supervision of E-Governance portals like PMDU Dashboards for public complaints, Task Management Systems.
• Supervision of District Accounts Committee and Public Accounts Committee Meetings.
• Creation of new Divisions, Districts, Tehsils and Sub-Tehsils.
• Entertaining other non-land revenue matters.

Land Utilization:

• Wastelands, New Colonies and projects and Lands Utilization Ordinance.
• Land utilization Board (Administration of all New Colonies).
• Land Utilization Committee.
• Colonization and disposal of State Lands.
• Scheme relating to grant of land to retired and retiring Government Servants.

Revenue:

• Land Revenue Administration
• Assessment and collection of land Revenue Receipts, development cases and surcharge thereon and agriculture income tax.
• Land surveys and record of rights, including restrictions over transfer of title.
• Alienation of revenue.
• Law regarding land tenure, the relation between landlord and tenants, special remission of land revenue and remission under sliding.
• Jagirs and muafies.
• The religious endowment of land.
• Revenue tribunal.
• Pre-emption law.
• Taccavis, land improvement and agriculture lands.
• Evacuee Properties.
• Compulsory acquisition of land, Acquisition Act and rules.
• Demarcation of land.
• Lease of ferries and bridges.
• Treasure trove.
• Registration of deeds and documents including registration fees.
• Court of Wards, Encumbered and attached estates.
• Stamp and court fees, judicial and non-judicial.
• Government Estate.
• Debt conciliation Boards.

• Board of Economic inquiry.

• Appeal Under:
• Section 21 of the Quetta/Kalat (Civil and Criminal law) ordinance 1968.
• Section 25 of the Criminal Law (Specific Provision) 1968.

OBJECTIVES

• Administration of land laws and maintenance of records of rights in respect of settled lands.
• Custodian of state and private land.
• Collection of Province Revenue Receipts.
• To create and vary various administrative units i.e. new Divisions, Districts and Tehsils.
• Allotment/ lease of state land and look after the evacuee properties.
• This Board also maintains Patwar-Schools to provide capacity-building programs to Revenue Officials in the Districts.

• Maintenance of public land records and alienation of land.
• Highest appellant forum regarding land disputes.
• To acquire/lease lands for general public purposes.
• To survey and settle lands in the interest of the general public.
• Monitoring relief activities during Natural Disasters.
• Establishment of Markaz-e-Sahooliyat to facilitate the land owners to perform sale/purchase, Transactions of land in a conducive environment.
