Departmental Functions

• To coordinate with various department on account of projection of achievements of the Government through print and electronic media.
• Publicity and projection of Government policies.
• Close liaison with Print and Electronic Media.
• Production and distribution of films and documentaries of general or educational interest in consultation with the Government Departments.
• To deal with the service matters of the department.
• Supervision of Directorate of Public Relations.
• News and Photographic coverage of Governments activities/events/visits of VVIPs.
• Release of Government Advertisement to newspapers/periodicals.
• To facilitate journalists.
• Coordination with District Administration in issuance of declaration and maintenance of necessary record of newspapers/periodicals

Advertisement Policy

• Advertisement cannot be claimed as of right.
• The newspapers/periodicals must be borne on the Central Media List (CML) maintained by the Government of Pakistan Audit Bureau of Circulation (ABC).
• Definition of Audit Bureau of Circulation (ABC):
• Audit Bureau of Circulation is a Federal Government Department which works under the Federal Ministry of Information & Broadcasting. Its basic functions are to get audit those newspapers who after three months continued publication applies for Government Advertisement, according to its rules and procedure (details whereof are not provided to the Provinces). Thereafter the Audit Bureau after ascertaining the required criteria gave audit figures of the newspapers on daily basis. In this behalf the owner of the newspaper has to provide bills of the printing press and other codal formalities for audit of his newspaper.
• After completion of the process, Audit Bureau issues ABC Certificate to the newspaper. After obtaining ABC Certificate which expires after two years, the owner applies for advertisement rates per single column centimeter from Press Information Department Government of Pakistan, Quetta. The Press Information Department after going through process in which opinion of the Provincial Government is also obtained for brining the newspaper on Central Media List. After that the newspaper becomes entitle for Federal and Provincial Governments advertisements.”
• The circulation figures of the newspapers/ periodicals must be verified by the ABC on yearly basis. The Advertisements shall be released only on the basis of audited circulation figures.
• Only those newspapers and periodicals will be eligible to receive government advertisements, which get their circulation figures audited regularly.
• The newspapers and periodicals claiming advertisements must have completed two years of regular publication.
• Area of influence of the newspaper.

• Specific requirement of sponsoring Department, if any, will be entertained but such requirement must be for larger circulated newspapers.
• Tender notice up to Rs.1 lac shall be inserted in two newspapers. However, circulation and area of influence would be given priority.
• Tender notices up to Rs.5 lacs shall be inserted in four newspapers including one periodical.
• Tender notices above Rs.5 lacs shall be inserted in six newspapers including two periodicals.
• Advertisements of vacancies of B-15 and below posts shall be inserted in three daily newspapers. Area of influence gets priority in all cases.
• Advertisement of vacancies of B-16 and above posts shall be inserted in five newspapers including one periodicals. Area of influence gets priority in all cases.
• Specific requirement of sponsoring Department, if any, will be entertained but such requirement must be for larger circulated newspapers.
• Tender notice up to Rs.1 lac shall be inserted in two newspapers. However, circulation and area of influence would be given priority.
• Tender notices up to Rs.5 lacs shall be inserted in four newspapers including one periodical.
