About Department

Public Health Engineering Department (PHED) of the government of Balochistan is the responsible department for providing access to the safe drinking water in the rural as well as in urban slums of the province. Presently the department is maintaining its data regarding water supply schemes and coverage at provincial as well as at the district.

Mission

We plan, implement and monitor the development of safe drinking water and sewerage projects for all areas of the province. We ensure health of public through supply of safe drinking water, sanitation services and consultations for developing safe healthy practices in daily chores and improving the living environment.

Vision

We envision to see Healthy, Clean and Disease free Baluchistan through sustainable supply of clean drinking water and awareness for Conservation of Drinking Water.

Objectives

The Public Health Engineering Department Balochistan was carved out of Irrigation and Power Department in July, 1987 with the objective to facilitate the rural and urban population of the Balochistan with the potable drinking Water.

The Department is responsible for the following matters:

  1. Potable water management; and monitoring & implementation of the Water Supply Schemes of the department.
  2. Facilitating access of safe drinking water to the general public.
  3. Establishment of sources for drinking water purpose i.e. installation of Tube Wells, construction of galleries/sump wells to surface flow and water treatment system for canal I surface water.
  4. To make available piped water for drinking and household purpose with construction of sound sewerage system.
  5. Setting regulations for technical issues related to the sector.
  6. Planning, design and construction of water filtration plants including operation and maintenance of already completed plants.
  7. Construction and maintenance of Public Health Drinking Water Scheme.
  8. Water Tariff Collection in consultation with Finance Department.
  9. Issuance of Notification for water Rates.
  10. Levying regular taxes which should be increased gradually to generate revenue.
  11. To monitor the implementation of all vertical programmes, Federally Funded Projects, Foreign Aided Projects through its Provincial setup i.e. CE/SE and field implementations.
  12. To introduce and monitor the implementation of water quality standards and quantity control, for its economical and efficient use.
  13. To continue the present practice of disbursement of O&M funds to the lower tiers to ensure smooth operation of Water Supply Schemes.
  14. Adoption of renewable energy to control operation and maintenance.
  15. To monitor the functioning of the existing Electrical and Mechanical Division for drilling and development of Tube Wells.
  16. Protection of water sources from contamination by continuous water treatment, stream pollution control etc.
  17. Public awareness with regard to water conservation by means of campaigns.
  18. To interact with the sister departments to create provision of drinking water regarding construction/design of water reservoirs in order to meet with future requirements of drinking water.
  19. All Service matters of the employees of the Attached Departments, which does not include employees of the Secretariat and except those matters entrusted to Services and General Administration Department or to any other Department.

Administration Section

This section deals with administrative and general nature matters of the department. Posting, transfer, budget preparation, traveling allowances, medical bills, and grant of leaves etc. are affairs dealt by administration section. The service matters except those entrusted to Services & General Administration department of any member of the staff also fall under purview of this section. All disciplinary actions are taken by this section on complaint against any member of the department in

Chief Engineering Office

The office of Chief Engineer prepares Implementation Plan Matrix, Quarterly Monitoring Reports, Five Year Rolling Plans, Procurement Plans, and formulates sector statistics regarding investments & coverage using Management Information System. New low cost schemes are designed here and those received from other offices of the department across Balochistan are scrutinized technically. Other important tasks being dealt by this office are:

  • Continuous contact with the communities.
  • Social mobilization.
  • Follow up contacts with all the stakeholders.

This office supervises work on Water Supply Schemes, costing more than Rs. 5.000 million, financed under Public Sector Development Program (PSDP), an annual development program of government o Balochistan. Water supply schemes sponsored under specific development packages namely Governor’s Package and Drought Package etc. are also executed under supervision of this office in addition to foreign and federally funded schemes.
Executive

Executive Engineer

Each district has one Executive Engineer. The Executive Engineer offices shoulder responsibility of executing schemes up to Rs.5.000 million under PSDP and other specific development packages. Besides, Executive Engineer offices are responsible for operation and maintenance (O&M) of all water supply schemes. These offices collect water tariff and make arrangements to handover small schemes to the beneficiaries for O&M

Factors involved in Operation & Maintenance of Water Supply Schemes

  • Large geographical area but very low population density.
  • Poverty.
  • Drying up of simple water supply schemes based on open surface well, karezes & springs.
  • Very low priority / meager allocation of financial resources.
  • Illiteracy/lack of awareness of masses to take responsibility of water supply Schemes.
  • Tribal system / rival groups to collectively share the obligation on part of the communities.
  • Continuous depletion of underground water table
  • Lack of required, logistic facilities (vehicles), office buildings and residential buildings to manage development programme.
  • Over exploitation of water sources /schemes due to influx of Afghan Refugees from the last 3 decades.
  • In discriminate use of underground aquifer by the farmers taking advantage of the subsidy provided by the government.
Issues Status
Release of Funds for Electricity Charges of Community Based WSS. More than 600 community based WSS are non-functional,mainly due to non-payment of huge Electricity bills.The Government has announced to clear the electricity dues for which an amount of Rs.280.00 (M) Annually required to make the schemes functional.
Completion of Clean Drinking Water for All Project & Operation and Maintenance of already completed filtration Plants Consequent upon promulgation of the 18th Amendment Provinces have been assigned the responsibility of the completion/O&M of the Project. Rs. 649.00 (M) required
Enhancement in allocation of funds under the Rehabilitation of non-functional WSS In this regard a composite PC-I amounting to Rs.323.000 (M) Already approved but due to very meager allocation the restoration of the water supply schemes have been delayed.The P&D Department may be directed for necessary action.
Allocation of funds for strengthening augmentation of township water supply schemes The Public representatives generally ignore townships schemes in their development programme and such projects therefore, remained unattended . Keeping in view the increasing population and water demand the town ships schemes are under immense pressure and needs immediate action. The scheme may be reflected in PSDP 2012-13.
Allocation of funds for replacement of old / outlived pumping machinery The majority of the schemes constructed during 1992 under SAP Programme being maintained by PHE Department repeatedly suspends due to outlived pumping machinery which cannot be replaced from Non Development Budget. Scheme requested to be reflected in PSDP 2012-13.
Allocation of funds for water scared / sensitive townships i.e Gawadar , Loralai and Hub towns. Identification and exploration of new water potential sites and feasibility studies preferably on surface water source are under progress to cope with the emerging water supply issues. Therefore, allocation for these townships needs to be made in PSDP 2012-13
