About Department

The   Services &  General   Administration    Department    is responsible for effective public governance  of the administrative machinery to deliver on government’s commitments and to facilitate the people of  Balochistan.

The department’s services wing  deals with transfer and posting  of  the government officials; promotion cases of  the officials,  matters relating to retirement, pension G.P fund, Ex-Pakistan leave, absorption of  the employees of the surplus pool, study leave, capacity building of the officers etc.  The regulatory section, deals with the framing of rules, regulation and offering opining in various service matters of critical nature. Financial management of Government Employees Benevolent Fund one is the eminent functions of the G.A Wing.

The cabinet Section monitors the implementation of the Federal and Provincial Cabinet decisions. Provincial cabinet meetings and issuance of notification regarding appointment of Advisors, Special Assistant and Provincial Ministers is the domain of Cabinet Department. Protocol cell of the GA&CD ensures protocol to the High level dignitaries in a professional manner to their ease to dispose of Government business.

Securing to all Government servants, the rights and privileges conferred on them by or under the Constitution or any other enactment for the time being in force and the appointment and promotion of officers to posts in the Provincial Secretariat up to and to the rank of Secretary is also engulfed by the S&GAD

Functions: –

  1. The Services and General Administration Department shall be responsible for:
  • The determination of the principles of control of Government servants, including recruitment, conditions of service and discipline
  • The co-ordination of the policy of all Departments with respect to Services under their control so as to secure consistency of treatment;
  • Securing to all Government servants the rights and privileges conferred on them by or under the Constitution or any other enactment for the time being in force;
  • Determining the strength and the terms and conditions of services of the personal staff of Ministers;
  • Selection of officers for appointment under the Federal Government on deputation basis (other than to the rank of Secretary and above);
  • Contract appointments in the Province of Balochistan; 
  1.  No department shall, without the concurrence of the Services and General Administration Department authorize any orders, other than an order in pursuance of any general or special delegation made by the Services and General Administration Department, which involve:
  • Reduction or extension in the scope of functions of a Department as given in Schedule I (Section-B) or the transfer of such functions from one Department to another;
  • Re-organization or change in the status of Offices in the Secretariat, Regional or Attached Departments;
  • Interpretation of rules and orders relating to service matters other than rules and orders issued by the Finance Department; and
  • Any change in the conditions of Service or the statutory rights, and privileges of Government servants.
